Me. Hasna Barkat

In her capacity as a consultant, Ms. Hasna Barkat has facilitated and conducted several projects with international organizations and governments. These include the IGAD project on Women Peace and Security Forum and the monitoring of the SOS Village project in Djibouti. Ms Hasna Barkat, was part of the team in charge of drafting the “Legal framework for sustainable national resources management” (2003). She also participated in a study on “the vulnerability of women to climate change and the EU project for Water and sanitation.

 

Between 2008-2016, Ms. Hasna Barkat was appointed the Minister of Gender in the Government of the Republic of Djibouti. She spearheaded several projects on women’s rights and equality and facilitated the enactment of the legislative measures and domesticating international texts relating to the advancement of women’s rights. She is also the founding member of the committee that led to the creation of the future National Human Rights Commission. Before being appointed as a Minister, she was also a Member of the National Assembly of Djibouti (2008-2013).

 

Ms. Hasna Barkat was admitted to the Djibouti Bar and practiced as an attorney, specialized in human rights and women’s rights between the years 1997-2008. Ms. Barkat attained an International business law Postgraduate Certificate and Postgraduate degree in development law and economy from the Nice University (France ) 1996. She also holds a master’s degree in Private law from the Rennes University ( France).
